James Russell Guinn (1903-1997) was a local Culpeper photographer and following his death his collection of photographs was donated to the Museum of Culpeper History where they have been grouped into the “Russell Guinn Collection”.

The cannon balls at the base of the monument were donated in the scrap metal drive during WW-1, to be melted down and used in the war effort. The monument was dedicated July 31, 1911. The old livery stable on Cameron street, may be seen behind the monument. The livery stable at that time was owned by R.T. Kelly. This old building, built in 1886, burned to the ground the night of December 3, 1912. The building was rebuilt and the bank opened here again in 1913. The Culpeper Courthouse, built in 1873, is in the background. On the right is the Gorrell Building, Dr. J.B. Gorrell opened Culpeper's first drug store here in 1854, in 1889, he remodeled the old Hill home, which was the boyhood home of Gen. A.P.
